Traffic is SOOO heavy on Penn that people need to know which lane to be in WAAAY north of the intersection.

Somehow, people find the interstate other places downtown with the little shield and arrow signs on a lamppost. I think that could work for both Penn and Meridian.
That failing, they could just move the big overhead sign back to the bridge...it would still be plenty visible.

Call the mayor's action hotline. Maybe they can send a crew out to reassign their location and put something a little smaller up.
I'm sure the will get right on it ;) They have their work cut out for them, because there's so many of these around the city.
One of the "things" about INDOT seems to be their inability/unwillingness to make any distinction between urban, rural, and suburban areas.

Frankly, I'm surprised the Old Northside neighborhood association hasn't pounced on this.
